One thing no one has pointed out is that the visuals of the clip are a parody of Jacques Demy's French technicolour film musicals from the 1960s, most famously "The Umbrellas of Cherbourg." Heck, they even have twirling coloured umbrellas here.

"Yé-yé" is the term that comes closest. The kind of thing Serge Gainsbourg was writing in the '60s and '70s, i.e. lots of nonsense and sometimes a lot of innuendo.
